This FAQ document has been developed in response to questions raised by educators through email correspondence and webinar discussions. It reflects common areas of interest and clarification as schools and boards engage with the implementation of the Financial Literacy Graduation Requirement. We will continue to update this resource as additional questions emerge.

How is Financial Literacy Graduation Requirement administered?
  • Educators will administer the Financial Literacy Graduation Requirement in their Grade 10 Career Studies (GLC2O) classrooms within the first half of the course timetable (e.g., weeks 3 to 5 in a semestered schedule).

Can you write the Financial Literacy Graduation Requirement any time or are there only certain dates that students can write?
  • Educators will administer the Financial Literacy Graduation Requirement in their classroom within the first half of the Careers Studies Course (e.g., weeks 3 to 5 in a semestered schedule).
  • A single administration day is not required, but it is ideal if all Grade 10 Career Studies students within a board write the assessment at or around the same time.
  • Educators should collaborate with school administrators to determine appropriate assessment dates.
  • For students taking the course in an online or remote learning format, schools will also notify the time and location for in-person assessment and administration of the requirement.

Will students have the opportunity to complete the FLGR in either first or second semester, depending on when their Career Studies course is scheduled.
  • Yes, students will complete the FLGR in the semester when their career Studies course is scheduled.
  • The FLGR will be available to complete  in both first and second semester, as well as during the summer school semester.

Will students have two opportunities to complete the FLGR within their Career Studies course?
  • Yes, students will have two opportunities to complete the FLGR within their Career Studies course.
  • Within the Career Studies course, the first attempt typically occurs in the first half of the course (e.g., weeks 3 to 5 in a semestered model), with a second attempt scheduled in the second half (e.g., weeks 6 to 7).
  • In summer school, both attempts would occur within the course timeline.

If students take the Career Studies course in summer school, will they complete the Financial Literacy Graduation Requirement through that course or the regular school?
  • Students taking the Career Studies course in an online format during summer school will be required to complete the Financial Literacy Graduation Requirement at a board-designated site through the course.

Who marks the test? If it's TVO, how long is the return on getting the marks to know who must write again?
  • The Financial Literacy Graduation Requirement is machine-scored. Upon completion, each student’s grades will be instantly visible on the educator's assessment dashboard.
  • Parents will receive a communication letter within five days after the assessment indicating whether their child has met the requirement.
  • Educators will be able to view the scores for each module, along with the total score achieved.
  • If a student is not successful on their first attempt, they may retake the assessment at a time scheduled by the educators/ school.

How will educators know how to administer the Financial Literacy Graduation Requirement?

Will educators have access to a sample assessment if their school is not participating in the Pilot?
  • TVO is currently developing a sample assessment and teacher toolkit which will be found on TVO Learn     (Opens in a new window)  before September 2026 for all educators, including those who are not participating in the Pilot.

How much time in the 55 hours of the Career Studies course should be devoted to preparing for the test?
  • There is no prescribed amount of time within the 55-hour Career Studies course that must be devoted specifically to test preparation.
  • Teachers should integrate preparation for the Financial Literacy Graduation Requirement throughout the course, particularly when teaching Strand C. This can be supported using resources available on TVO Learn     (Opens in a new window)  and in the Educator Guide.

Can the Career Studies teacher choose which grade level financial literacy to teach? Or must they teach one module from each grade level (K to Grade 10)?
  • Career Studies teachers align the Financial Literacy Graduation Requirement with Strand C; they are not required to teach content from every grade level (K to Grade 10).
  • The Educator Guide identifies the relevant expectations from Strand C and Grades 1–9 Mathematics and provides supporting resources.

Since the Structure document states, "Calculators are not a requirement," can you confirm that students will not need to do any calculations in the Financial Literacy Graduation Requirement?
  • Students will not be required to make any calculations during the Financial Literacy Graduation Requirement, so calculators are not a requirement.

What happens if a student is not successful in their first attempt?
  • If unsuccessful on the first attempt, students will have the opportunity to strengthen their learning by reviewing additional resources on TVO Learn     (Opens in a new window) , accessing available school supports and receiving educator support.
  • A second attempt will be administered by the teacher within the second half of the course (e.g., week 6 to 7 in a semestered schedule).

What happens if a student is not successful after two attempts?
  • Students who are unsuccessful in meeting the Financial Literacy Graduation Requirement after two attempts within the Grade 10 Career Studies course must be provided with an alternative pathway as soon as possible, and no later than the following semester. Options include:
    • re-attempting the modules outside of the course under the supervision of a designated staff member and achieving a mark of 70% or higher
    • receiving additional instructional support prior to re-attempting the modules (e.g., through student success, credit recovery model, tutoring support, etc.) and achieving a mark of 70% or higher
    • completing a set of financial literacy learning activities developed by TVO and administered by the school or TVO as an equivalency to the assessment (available starting in February 2027)

Can you pass the Career Studies course without passing the Financial Literacy Graduation Requirement?
  • Yes, a student can earn a credit for the Grade 10 Careers Studies course despite not achieving the Financial Literacy Graduation Requirement successfully. The mark for the Financial Literacy Graduation Requirement will count for 5% of a student’s final mark.
  • If a student needs to complete the requirement after passing the Grade 10 Careers Studies course, they can do so though alternative options outside of the course.

Eligibility, exemptions, and graduation records

What if you have a grade 12 student who has not yet passed the Career Studies course. Are they exempt from the Financial Literacy Graduation Requirement if they take the course again next year?
  • The student will have to successfully complete the Financial Literacy Graduation Requirement to achieve their OSSD.
  • Only students who have completed their Career Studies credit by September 2026 would be exempt from the requirement.

Will students who entered high school in the 2025-2026 school year or later be exempt from the Financial Literacy Graduation Requirement if they take it prior to the 2026-2027 school year?
  • Students who have completed the Career Studies course before the start of the 2026-2027 school year, including those that have completed the course in summer 2026, do not have to complete the Financial Literacy Graduation Requirement.

Is there a certificate or digital badge that is earned?
  • Once a student meets the graduation requirement, this will be recorded on the Ontario Student Transcript and the students' secondary report card.
  • Schools are to provide parents/guardians with their child’s results of the Financial Literacy Graduation Requirement within five days of writing the assessment.

Accessibility and accommodations

What options will there be for students who are not able to use devices and require written hard copies?
  • Each student must be provided a school board-provided device with internet access for their individual use.
  • Alternative options are available upon request. This includes a print version of the assessment.

What accommodations will IEP students be offered in a short 75-minute period?
  • As the Financial Literacy Graduation Requirement is completed during class time, the same accommodations that students are allotted for other assessments based on their Individual Education Plan (IEP) would apply to the Financial Literacy Graduation Requirement as well.

What accommodations will ESL students be offered in a short 75-minute period?
  • As the Financial Literacy Graduation Requirement is completed during class time, the same accommodations that students are allotted for other assessments would apply to the Financial Literacy Graduation Requirement as well.
  • Decisions regarding accommodations for English language learners must be made prior to the assessment and in consultation with parents or guardians and student.

How will online students meet this requirement? Can they take the test online without a proctor?
  • For online or remote Grade 10 Career Studies courses, the Financial Literacy Graduation Requirement must be completed in-person at the student’s home school (or another board-designated site), unless the course includes online proctoring with security and integrity.
  • School boards will set the time and location for in-person administration and share this information at the start of the course. This will also be shared with parents at the start of the course.

Can French immersion students take the Financial Literacy Graduation Requirement in English even if they are in a French Career Studies class?
  • Language of delivery will be determined by individual school boards.

  • As the Career Studies course is part of the TVO ILC course catalogue, private schools also have access to the course.

Will schools outside Ontario that use the Ontario curricula be able to access TVO's Career Studies course?
  • Career Studies will be available through the ILC.
